Editorial: Stories: Chained Dogs

On Christmas Eve David Braun and Hilleary Bogley, the founder of the Middle Humane Foundation, packed a van with donated pet food and gifts for residents of Fauquier County who are known to have animals kept outside. Bogley calls it the Chained Dog Assistance Program.
